Drawing on historical records, expert perspectives and lived experience, Episode Four explores how governments and institutions have responded to changing needs, financial pressures and different views about how compensation should work.

The structural changes that began in 1984 provide a starting point for examining the decades that followed: what changed, what those changes meant for people, and what their experiences can teach us today.

Bringing together the questions explored throughout Shattered, the final episode considers how knowledge gained through inquiries, professional service and lived experience can inform what comes next.

It leaves us with a lasting question: what does health mean within a compensation system?
